Debt crisis live: Markets surge after EU summit deal

14.11 An interesting question on an in-out referendum on the EU, which was side-stepped without a definite answer...

14.08 More from David Cameron, who is now taking questions:

QuoteEurope is changing, there's a change taking place as the countries of the eurozone follow the remorseless logic of having a single currency. My job is to make sure we ensure all the safeguards we need... so that our say in the single market is safeguarded.

Britain is not going to cede more powers to Brussels... I think there are powers that should be going in the other direction.

I completely understand why some people want an in-out referendum. some people just want to get out: 'stop the bus, I want to get out'.

We used to be part of those bailout schemes, and I got us out of those bailout schemes, and that's saved us real money.

14.00 On banking union, Cameron says he expects to see "enhanced cooperation" under existing treaties, so that will offer "lots of protection" for the single market. But a single European regulator is not something which the UK should be accountable to - that should only apply to the eurozone, not the EU, he says:

QuoteIn my view that must be the Bank of England for our banks... rather than a single European regulator. It's never entirely clear how far these changes will go, exactly which treaty clauses will be used... that's one of the reasons that when you come to these summits you've got to be absolutely focussed on the text and what you're signing up to. We want a functional eurozone, not a dysfunctional eurozone, but we need those safeguards. Permanent vigilance is required.

13.54 A quick aside to the Libor scandal - David Cameron says that he'll ensure that FSA fines are used to benefit the taxpayer and not reduce future FSA payments by the banks.

13.53 He's said that he is against a larger EU budget:

QuoteWhat we need to do is not spend more, but spend better. I made it absolutely clear that the British rebate is not up for discussion.

13.50 David Cameron is now speaking in Brussels:

QuoteWe have to stand behind our own banks, but I don't want British taxpayers paying for European banks.

13.24 Francois Hollande says that a financial transaction tax will be in place before the end of 2012, just in time for Christmas. He says that Germany strongly backs the plan, but that a rate hasn't yet been agreed on.

But what won't be ready by the end of the year is France's ratification of the fiscal pact, he adds...

12.54 There's another podium in Brussels, next to Merkel's, this one standing in front of a Union Flag, so we can expect a David Cameron announcement soon.

12.48 Merkel says that many countries had asked for the ESM's preferred creditor status to be kept intact, apart from in the case of Spain. She also says that conditions will still apply to any bailouts.

12.39 Merkel says that the EFSF will be used to recapitalise Spanish banks, then the ESM will take over later - without its preferred status (that is, being first in line to reclaim money in case of default). This is important, because it will reassure private investors that they won't be as likely to lose out. But this will only apply to Spain, warns Merkel, not other countries that seek help in the same way.

12.34 Angela Merkel is now giving a press conference:

12.21 A quick update on European markets, which are firmly holding on to the gains they made in early trading.

The FTSE 100 has edged up 1.38pc - and is now down just 0.05pc on the year - the CAC is up 2.79pc and the DAX has risen 2.57pc.

11.58 German lawmakers are - right now - holding a special meeting to discuss what the opposition Social Democrat party sees as a government U-turn on eurozone bailouts.

Just hours before a crunch vote by both houses of parliament on the EU fiscal pact and the permanent ESM bailout fund, the centre-left SPD party called for an extraordinary meeting of the parliamentary finance committee.

11.27 Simon Denham, chief executive of Capital Spreads, points out that Spain's 10-year bond yield is now floating around 6.55pc - not as low as could have been hoped for after an unexpected result from the EU summit - and no more sustainable in reality than 8pc:

QuoteThe euphoria over the euro banking agreement has sent stocks higher but the shine seems to be fading as I write.

In reality the banking side was always the easier bit to the problem in that the banks are actual legal entities who have to operate in a fiscally responsible manner (don?t laugh) whereas national governments clearly do not.

The real question is still out there, namely the pooling of eurobond risk which the Germans are naturally averse to.

11.14 Eurozone consumer inflation held steady at 2.4pc year-on-year in June, keeping the door open for the ECB to cut interest rates. Christoph Weil, of Commerzbank, said:

QuoteWe assume that the inflation rate will not continue its downward trend in the coming months. This is based on our forecast for the oil price. We think the recent fall of the oil price was exaggerated and expect the price for a barrel of Brent to exceed $100 again in the second half of the year.

Nevertheless, the ECB may react with relief to the recent decline of the inflation rate as it reduces the risk that the collective bargaining parties will assume higher inflation rates in their pay negotiations. Furthermore, inflation risks are currently low. In view of weak demand, companies are finding it difficult to raise prices.

There is thus no obstacle to an ECB rate cut from the side of inflation. We expect the central bank to lower its repo rate from 1pc to 0.75pc at its meeting next week.

10.56 More from Mervyn King: the UK economy is at risk of a "vicious circle" of reduced bank lending if banks' assets deteriorate. Uncertainty and tighter credit conditions have acted as "strong headwinds" to UK recovery.

10.53 Mervyn King, governor of the Bank of England, says that the problems in the eurozone are deep-seated and not something that UK authorities can fix. He adds that a Greek exit would "probably be manageable" for British banks.

10.46 So David Cameron is calling it a victory and claiming that he helped shoot down proposals that might have subjected the City to regulation under plans for a eurozone ?banking union?. But Bruno Waterfield says there's a bit more to it than that...

10.25 Our man in Brussels, Bruno Waterfield, brings us this update from the EU summit, which suggest that the discussion got rather heated last night:

David Cameron is declaring victory over Brussels proposals that all banks, in every one of the EU?s 27 countries, should be placed under the direct control of a powerful European ?banking supervision system?.

The Prime Minister, warning that he could block the use of the ECB as a eurozone bank regulator, had text deleted from the EU summit agreement after bad-tempered exchanges last night.

The summit text had said: ?Existing legislative props on bank resolution and deposit guarantees should be adopted by the end of year. Building on theses the commission will submit by the end of 2012 further legislative propsoals in a single European banking supervision system covering all banks, a European deposit guarantee scheme and a European bank resolution scheme.?

In a major blow for Michel Barnier, the French commissioner responsible for EU financial regulation, the move to a pan-EU system are scrapped after a row predicted by the Daily Telegraph yesterday.

Summit language encouraging eurozone members to ?deepen coordination of their economic policies? was also dropped.

10.19 Retail sales data out from Greece this morning shows a 13.5pc drop in April, month-on-month. That's an improvement on the previous month, which saw a fall of 16.2pc, but hardly worthy of celebration. In just two months that comes to almost an erosion of almost a third of retail sales...

10.02 While we're on the subject of the ECB, eurozone bank loans to the private sector contracted last month. The central bank's regular monthly money supply data showed that loans contracted 0.1pc in May after growing by 0.2pc in April.

09.53 The Greek bank jog (not quite a run) continues, with worried businesses and customers pulling their money out to invest somewhere they see as safer.

ECB data out this morning show that private-sector deposits in Greek banks fell almost 5pc in May after slight increases in the two previous months. The total fell to ?163bn from ?171.5bn. They are at their lowest level in six years.

09.24 David Cameron has spoken to the BBC on his way back in to the summit in Brussels this morning, saying that "important steps forward" were taken last night. He says more was needed for short term stability.

EU leaders will have filled up on strong coffee over breakfast - talks ended at 4.30 this morning after dragging on for more than 13 hours.

09.18 Some contradictory statements are emerging this morning. Angela Merkel says there will still be conditions to meet for countries which need bank recapitalisation, and that to be involved in the bond-buying programme there will still be troika checks. But Italy's PM Mario Monti says those who seek EFSF or ESM aid won't need to have troika oversight. He's also added that Italy doesn't intend to seek such help "at this time".

09.11 Fabrizio Gora tweets a picture of Libero's front page this morning, which is unlikely to please the German chancellor.

08.55 They say bad news comes in threes, and that'll ring true for Angela Merkel this morning. First Germany was knocked out of Euro 2012, then she was forced to back down at the EU summit and now German retail sales have dropped for a second month running in May. Sales unexpectedly fell 0.3pc from April.

08.34 Kathleen Brooks, research director at Forex.com, brings us her views on the EU summit deal:

QuoteEurozone authorities have attempted to break the toxic link between banks and sovereigns. The move on Spain is extremely positive in our view. Although it doesn?t irradiate the problem of bad loans on Spain?s banks? balance sheets it does mean that banking debt won?t clog up Spain?s sovereign balance sheet that was relatively healthy before the banks started to fail. This should reduce Spain?s borrowing costs in the short to medium term.

The move on scrapping credit seniority for bailout loans to Spain?s banks is a very positive move to us as it encourages the private sector to invest in Spain and Italy?s sovereign debt.

But there are also problems, she warns:

QuoteThe EFSF/ESM rescue funds only have ?500bn of available capital, yet the total liabilities on Spain?s and Italy?s balance sheets? top ?2.4 trillion... This could curb the market?s enthusiasm as we haven?t heard any signs that these bailout funds will be topped up.

08.18 European markets have surged in early trade after the news from the EU summit just a few hours ago. Futures were pointing to climbs across the board, apart from in Germany and France - but in the event even they've decided to join the rally.

The FTSE 100 has climbed 1.74pc, the DAX is up 2.39pc and the CAC has gained 2.86pc. Spain's IBEX is 4.05pc higher and Italy's FTSE MIB is up 3.07pc.

08.01 The fake Angela Merkel has a knack for summing up the situation with a single tweet, and doesn't disappoint this morning.

07.30 European Council chairman Herman Van Rompuy seems relieved that a deal has been done. There were some worrying moments during last night's stand-off between Spain and Italy and Germany.

He said the aim was to create a supervisory mechanism for eurozone banks involving the European Central Bank to break the "vicious circle" of dependence between banks and sovereign governments.

QuoteWe are opening the possibility to countries that are well behaving to make use of financial stability instruments in order to reassure markets and to get again some stability around some of the sovereign bonds of our member states. The aim is of course to make the euro an irreversible project.

07.15 Just as well for France that EU leaders have agreed a ?120bn growth pact, as the figures out today show first quarter growth stalled.

National statistics agency INSEE says its final estimate of GDP was unchanged quarter-on-quarter, confirming an initial estimate published last month. The eurozone's second largest economy grew just 0.1pc in the fourth quarter.

07.05 Yields on 10-year Spanish and Italian bonds fell to 6.48pc and 5.87pc respectively in early trading, after eurozone leaders agreed a plan to allow rescue funds to be used to stabilise debt markets and directly recapitalise banks. One trader said:

QuoteIt's definitely risk on for now, but it looks like Germany have been rather backed into a corner and we'll have to see what comes out today.

German 10-year bond yields rose 10 basis points to 1.61pc.

06.45 Mario Monti, the Italian Prime Minister, celebrated the agreement as a ?very important deal for the future of the EU and the eurozone?. Bruno Waterfield writes:

QuoteHe could not resist reminding Angela Merkel, the German Chancellor, that Italy had also won on the football pitch, by defeating Germany two goals to one for a place in the finals of the European Championship.

Here is a summary of what they agreed:

? Spanish banks will be recapitalised directly by allowing a ?100bn EU bailout to be transferred off Spain?s balance sheet after the European Central Bank takes over as the single currency?s banking supervisor at the end of the year.

? Relief for Spain was accompanied by a pledge to begin purchases of Italian bonds using EU bailout funds to reduce Italy?s borrowing costs with a lighter set of conditions, based on meeting Brussels fiscal targets rather than intrusive IMF oversight.

? A promise was also made to ?examine the situation of the Irish financial sector? offering possible relief to Ireland by relieving the government balance sheet debt burden.

? The Spanish bank bailout, to be agreed on 9 July, will initially use the euro?s European Financial Stability Facility (EFSF) before it is transferred into a new permanent fund later this year.

06.40 Despite apparent market optimism, some scepticism remains. Jackson Wong, vice president at Tanrich Securities in Hong Kong. said:

QuoteWe don't expect a magical formula that can solve the problem right out from the EU summit. However, if we can see the stances from all the leaders, especially from Germany - that they are heading in the right direction - I think going forward, it should be OK.

06.38 The euro spiked against the dollar after news of the deal, and Asian stock markets rose sharply. Japan's Nikkei rose 1.4pc and Hong Kong's Hang Seng gained 2.2pc.

However, while the shares in London, Italy and Spain are expected to rise when market open on Friday, those in Germany and France look set to fall.

06.35 So, Monti and Rajoy got their way, with German Chancellor Angela Merkel retreating. Bruno Waterfield in Brussels sums it up succinctly, but with a warning:

Ambushed - she always gets her revenge in the end, as Sarko discovered.

06.34 It looks like those late night summits are back. Eurozone leaders agreed early this morning to take emergency action to bring down Italy's and Spain's spiralling borrowing costs and to create a single supervisory body for eurozone banks by the end of this year, a first step towards a European banking union.

It followed a tense first day at the EU summit, with Italian prime minister Mario Monti and his Spanish counterpart, Mariano Rajoy, refusing to sign off on a ?120bn growth package until EU paymaster Germany approved short-term measures to ease their cost of credit.

Lightroom 4 finally floats into Adobe's Creative Cloud

Adobe's primary tool for tweaking and organizing photos was always destined to be part of the Creative Cloud offering, but for whatever reason it didn't make it in time for launch. As of today though, Lightroom 4 is available to download on PC or 64-bit Mac (or both, since you're allowed multiple installations) as part of a CS6 monthly license. The additional title may not be enough to sway cloud doubters, but even they can't dispute that the subscription approach now delivers more software than the full-on $2599 shrink-wrapped Master Collection.

Jon Gosselin wasn't the first to admit he's made some mistakes ??but he has finally boarded the bandwagon.

Almost three years to the day since he and Kate Gosselin revealed to the world that divorce proceedings were underway, the former reality-TV star is looking to make amends with those he has hurt, starting with his ex-wife.

And, if that works out, maybe with TV audiences, as well.

"I am sorry, because I did stuff I wouldn't want done to me," Jon tells People in a new interview.

Tabloid stories suggesting that Jon was cheating on Kate ???quickly followed by rumors that Kate was more than friends with her bodyguard ??first shook the Jon and Kate Plus 8 foundation back in 2009.

Both spouses, married since 1999, denied being unfaithful, but they filed for divorce on June 22, 2009.

In additional papers filed that September, Jon admitted to using "poor judgment in publicly socializing with other women so soon."

"I was passive-aggressive," the 35-year-old divorced father now tells People in reference to the various things that led to the end of his marriage. "Then I'd get mad, but I was the one who wasn't communicating."

Jon, who dropped off the reality-TV scene when the show he once co-starred on became "Kate Plus 8," recently took a job as director of sales and promotions for Gameface International, a sports event and management firm. He's also dating a single mom, 27-year-old Liz Jannetta, according to People.

But while he shunned the spotlight for awhile and wanted his kids to do the same (Kate won out on that one), guess what? He's willing to put himself out there again if the right opportunity comes along.

"I've been offered a lot of stuff," he says. "Crazy stuff. It wasn't the right fit, then or now. I don't want [my kids] thinking I take every show just to make a buck."

Jon took to Twitter in April to deny a report that he was $3,500 behind in child support payments, writing that the Pennsylvania Department of Child Welfare's website was just showing his amount due, and that he reliably pays up every month.

China's 'Waste to Power' Plants Burn More Coal than Trash

China produces more than a quarter of the world?s trash, a burden that the government is attempting to solve by burning some of it for energy. But the incinerators often mix waste with an even greater measure of coal, adding more global-warming gases to the atmosphere and toxic chemicals to the air of China?s cities, a recent report says.

China?s metropolises are growing far faster than their waste-disposal systems can handle, according to a March report [pdf] by the Economist Intelligence Unit. Incentives and pollution controls intended to create clean energy are doing exactly the opposite.

China is producing 250 million tons of household waste annually, and the pile grows at a rate of eight to 10 percent per year. Most is landfilled, but by 2030 the country wants to burn 30 percent of its municipal solid waste.

Energy from waste could help fill China?s burgeoning demand for power, which is expected to grow 77 percent by 2020. But with the industry in a disorderly state, the report said, ?that sounds to good to be true.?

Some of China?s larger cities, like Guangzhou and Beijing, are served by sophisticated incinerators made by Covanta or Veolia that capture toxic emissions, said Elizabeth Balkan, a research consultant at Economist Group. But second-tier cities can?t afford such systems, and sometimes even the best machines have pollution controls turned off because they?re too expensive or troublesome to maintain.

Furthermore, Balkan said, waste managers in China don?t dry their solid waste as much as their Western counterparts do, meaning that trash is wet and needs to be mingled with coal in order to burn. Officially the plants are supposed to include no more than a 20 percent blend of coal, but in reality it is often 50 percent coal and sometimes as high as 70 percent.

?Such plants operate practically as small coal-fired power stations ? exactly the kind of facility that Beijing wants to eliminate on public health grounds,? the report said.

Meanwhile, emissions controls on waste-to-power plants are more lax than on coal-fired power plants, allowed to produce four times the nitrous oxide and five times the sulfur dioxide. Both gases warm the atmosphere and harm human health.

Energy from waste is a lucrative business in China because a plant?s electrical output is considered renewable energy and is rewarded with a feed-in tariff of about four cents per kilowatt hour. But practices that pay for expensive pollution controls in North America and Europe are mostly absent.

Such clean technologies are often funded with ?tipping fees,? which are paid by a city to the agency that handles its waste. In the U.S. tipping fees run between $70 and $100 per ton of waste and in Europe it is up to $150, Balkan said. But such fees in China average only $8 a ton, and sometimes aren?t paid at all.

The waste resulting from incineration, known as fly ash, is only 10 percent the volume of the original trash. But is highly toxic, and few controls exist in China to prevent it from being landfilled and polluting the air and water.

One bright light is that incinerators are getting a bad reputation in China and generating more resistance among people who don?t want the smell or toxic burden they bring to a neighborhood. The report cites news reports that at least six new incineration plants have been delayed recently because of opposition.

Rihanna To Sit Down With Oprah On 'Next Chapter'

Oprah Winfrey is following up her sit-down with the Kardashians and 50 Cent with another pop-culture superstar interview. The talk show maven took to her Twitter on Monday (June 18) to confirm that Rihanna would appear on an upcoming episode of her OWN talk show, "Oprah's Next Chapter."

Oprah didn't have an exact date for the interview, but did note that it would all go down in August. A rep for OWN hadn't responded to MTV News' request for further information at press time.

Rihanna appeared on Winfrey's talk show back in January 2010, where she performed Bob Marley's classic "Redemption Song" to benefit the victims of the devastating earthquake in Haiti. Oprah also dedicated an entire episode of her talk show to the issue of domestic violence one year before in March 2009. The episode was in part inspired by the 2009 assault of Rihanna by then-boyfriend Chris Brown.

While Ri didn't appear on the episode, Winfrey did have a message for young women who find themselves in abusive relationships. "If you go back with a man who hits you, it's because you don't think you're worthy of being with a man who won't," Winfrey said during the episode. "I've said before, 'Love doesn't hurt, and if a man hits you once, he will hit you again.' "

Given all the headlines that Rihanna has found herself in recently, including reconnecting with Brown on several tracks earlier this year and having her name tossed around as one of the reasons why Drake and Breezy got into a fight last week in New York City, the singer and the talk-show host should have some interesting talking points.

In addition to her newly announced interview with Winfrey, Rihanna also made headlines on Monday thanks to her brand-new tattoo. Over the weekend, she tweeted out a photo of her new ankle tattoo. The tat is that of a falcon shaped somewhat like a handgun. "Falcon: a light that shines in the darkness! Never close their eyes during sleep," she tweeted on Saturday. It joins her many, many tattoos, several of which are actually gun images.

Once known as a rebel rapper with a penchant for electric guitars and dragon tattoos, Zayar Thaw now aims to be an agent of change as a parliamentarian in the stronghold of the Myanmar army that threw him in jail.

The 31-year-old is a rising star in Aung San Suu Kyi's National League for Democracy, which made a dramatic comeback in April elections after two decades in the political wilderness, becoming the main opposition force in parliament.

The by-elections came amid sweeping changes in the country formerly known as Burma after decades of outright military rule ended last year.

Myanmar's quasi-civilian government has surprised even its critics with a string of reforms such as releasing hundreds of political prisoners and welcoming the opposition back into mainstream politics.

Former political prisoner Zayar Thaw, perhaps Myanmar's most unlikely member of parliament, was among four NLD candidates elected in the capital Naypyidaw -- a victory seen as humiliating for the military-backed regime.

"You're very young, you're a hip-hop artist and you're an ex-prisoner. How can you be an MP?" he told AFP in an interview in his Yangon apartment. "That's something I hear quite a lot."

But it is precisely these qualities that may have propelled the dissident rapper into the corridors of power -- and onto the global stage.

He is part of a small entourage accompanying Suu Kyi on a historic tour of Europe, the first since she returned to her homeland in 1988 to care for her sick mother and went on to play a leading role in the democratic movement.

The trip is taking her to five European nations including Norway, where she on Saturday formally accepted the Nobel Prize that thrust her into the international limelight two decades ago.

Zayar Thaw, one of the pioneers of Burmese rap, co-founded one of the country's first hip-hop bands called ACID, which became a household sensation a decade ago thanks to its lyrics -- often laced with anti-regime sentiment.

The band sometimes circumvented the country's notorious censors -- who vet every piece of commercial music for subversive content -- by circulating bootlegged copies of songs recorded in underground studios or performing in private stage shows.

When it comes to looks, Zayar Thaw is not your average rapper. He appears bookish and bespectacled, usually in a crisp shirt and traditional wraparound longyi.

He does, however, sport dragon tattoos all over his arms and legs.

But his favourite tattoo is embossed on his back: a full-sized map of Myanmar with a large microphone in the middle, which he says symbolises the country's quest for greater democratic freedoms.

The walls of his apartment in downtown Yangon, the former capital, are festooned not with posters of bald punk artists, but life-size images of Suu Kyi -- his "real life hero".

He says it is she who helped him survive three years in prison -- a large part in dank isolation where "you could never tell whether it was night or day".

After a 2007 uprising led by Buddhist monks, a rebellion brutally crushed by the military, Zayar Thaw organised "Generation Wave" -- an underground network comprising dozens of artists who used hip-hop, poetry and street graffiti to express their disaffection with the then military regime.

One anti-regime song, which repeatedly denounced "murderers", was uploaded by the group on YouTube with the following lyrics:

"We will never change, never give up, never surrender / We will continue to fight until they disappear / We will come out in full force in every tomorrow / Let's dare to say the truth."

He was arrested along with his comrades and sentenced to six years in prison in 2008 but was released in May last year in an amnesty.

"When I was in prison, I would think to myself 'if the lady can survive so many years under house arrest -- away from her sons, her husband -- why can't I?'" he said, referring to Suu Kyi.

"When I got out and finally met her she said 'don't let your sacrifices go in vain. The party, the country needs young people like you'."

And that's when the quest began for a parliamentary seat vacated by Vice President Tin Aung Myint Oo, regarded as a key figure in the government's hardline faction.

But it was no mean feat to win in his stronghold of Naypyidaw -- an army-dominated enclave north of Yangon rumoured to have been built on the advice of an astrologer after former junta chief General Than Shwe feared a popular uprising or foreign invasion of the former capital.

Naypyidaw - described by one observer as a cross between "Xanadu and Legoland" -- has been Myanmar's administrative capital since 2005, boasting Stalinist-style buildings, imposing sculptures of bygone kings, wide boulevards and colour-coded apartment blocks.

But surrounding the island of opulence is a sea of poverty.

The 70-plus farming villages that make up Zayar Thaw's constituency are plagued by hundreds of cases of alleged land grabs by regime-backed companies, which he says has exacerbated mass unemployment.

These people, he said, "view me not as a rapper but as their only hope".

His immediate focus is to wade through the country's bureaucratic system to help villagers get their properties back.

But he concedes his party neither has the arithmetic strength in the military-dominated parliament nor the governance experience to effect real change yet.

For that to happen it will have to repeat its by-election triumph at the next general election in 2015 -- and push the ruling Union Solidarity and Development Party out of power.

Since winning his seat he says development projects such as roads and rural electrification in some areas of his constituency have been discontinued by the government, fuelling concerns among voters that they are being punished for favouring the NLD.

"The party is looked upon as a messiah that will transform Myanmar," he said. "But it's hard to tell people that the struggle is just beginning -- change will be slow and it won't happen overnight."

Raging NM fire prompts rescue of threatened fish

(AP) ? Biologists are trying to save a threatened trout in southwestern New Mexico from the post-wildfire ravages, even as crews nearby and around the West struggle to contain blazes that have charred hundreds of square miles of forested countryside.

A team used electroshocking devices to temporarily stun the Gila trout so they could quickly be scooped into a net. From there, the fish were being put into a tank to be ferried out of the wilderness via helicopter to a special truck that was waiting to drive them to a hatchery in northern New Mexico for safe keeping.

The first load of trout was brought out Friday and the work would continue into Saturday, said Art Telles, a biologist and staff resource officer with the Gila National Forest.

The fish are imperiled by the wildfire aftermath ? choking floods of ash, soil and charred debris that are expected to come with summer rains.

"When we have hot fire in some of these drainages, that can move ash and sediment after the rains start and that is pretty deadly to trout," he said.

The fish wranglers are focusing on small creeks deep within the perimeter of the Whitewater-Baldy fire, a blaze that has charred more than 453 square miles of the forest and its famed Gila Wilderness. The fire, the largest in the state's history and the biggest currently burning in the United States, is 63 percent contained.

Agriculture Secretary Tom Vilsack is planning a two-day trip to Colorado and New Mexico as the fires continue to force evacuations, threaten buildings and scorch large swaths of land in both states.

Vilsack will meet with fire managers in Fort Collins on Saturday and will be with U.S. Forest Service Chief Tom Tidwell in Albuquerque on Sunday.

Crews in south-central New Mexico continued to build lines around a second blaze that destroyed 224 homes while racing through 59 square miles outside the mountain resort town of Ruidoso. That blaze was 51 percent contained.

Authorities were allowing more residents back into their homes Friday. They said most communities could re-open by the start of the weekend.

In Colorado, more than 1,500 firefighters were trying to slow down the High Park Fire, which had consumed more than 84 square miles by Friday night.

Thunderstorms and windy conditions were threatening to develop as aircraft and ground crews tried to snuff out a 200-acre spot fire that erupted north of the blaze. Authorities sent evacuation notices to about 300 phone lines in the area and told other people to be prepared to leave.

At least 112 homes have been damaged or destroyed, authorities confirmed Friday. They said that the number will go up as crews can reach areas to make assessments.

Federal land managers and scientists have said repeatedly in recent weeks that the frequency and size of wildfires are expected to continue to intensify due to a combination of factors, including decades of fire suppression and persistent drought.

The aftermath of these massive fires is also a growing concern, as denuded mountainsides threaten to send soil and blackened debris into watersheds and communities.

Teams of recovery specialists have been surveying the damage of New Mexico's largest blaze in the Gila forest and are plotting out ways to deal with flooding and reseeding. Part of the preparation includes moving the Gila trout.

The trout was one of the original species listed under the Endangered Species Act in 1973. At that time, its range had been reduced to only four streams within the Gila forest. Through recovery efforts, federal officials decided in 2006 to change the trout's status to threatened.

"The burning of some of these drainages here definitely is a concern because they're some of the streams we had worked on to help with recovery," Telles said.

The immediate focus includes trout in Whiskey and Langstroth creeks, which make up one of four genetically distinct lineages of the fish. Forest and wildlife officials are also evaluating whether to remove Gila trout from Spruce Creek as well as federally protected Gila chub from Turkey Creek.

The evacuated fish could end up staying at the Mora hatchery in northern New Mexico for some time, forest officials said. After the fire, biologists will monitor the area to see how much ash and sediment will be washed into the creeks by summer monsoons.

Telles said it's too early to say whether the fire and the aftermath will have any effect on the trout's status.

The decades-long effort to help the trout recover has included the removal of nonnative fish from a handful of streams in the wilderness. Restocking in some streams started two years ago.

"The Gila trout is an intrinsic value to our wilderness. It's part of what people seek when they come here," Telles said. "You have trout fishermen from all over the country who want to come and fish for Gila trout."
