Health care expert Sally Pipes on what could replace Obamacare [VIDEO] (Daily Caller)

?Repeal and replace? has been a conservative mantra ever since the Affordable Care Act was passed in 2010. But while the process of getting rid of the law is somewhat straightforward, there?s been no consensus on what to actually replace it with.

Enter Sally Pipes, the renowned health care expert and president of the Pacific Research Institute. Pipes has a way to replace Obamacare?s expensive government health care bureaucracies with a market-driven system that she says would offer better treatment to patients while saving taxpayers money.

?I wanted to do a blueprint so politicians, staffers and people in the states could say ?this is what I believe in,? Pipes said of her new book, ?The Pipes Plan,? during an extensive interview with The Daily Caller.

?Americans demand the very best,? she said. ?They don?t want to be told they have to wait four months for an MRI. They want it best, they want it now, and that?s expensive.?

One easy way to drive down health care costs, Pipes argued, is through tort reform.

?President Obama says health care is expensive because doctors want to line their pockets,? Pipes said. ?Well, doctors do a lot of tests because they?re afraid of being sued, so we could reduce our costs if [all] the states did medical malpractice reform like they did in Texas.? Pipes said that there?s still time to replace Obamacare, but only if we elect a president who has the backbone to repeal a government entitlement. That?s why she?s worried about Mitt Romney, who designed and implemented what Pipes said was a disastrous working version of Obamacare during his time as governor of Massachusetts.

?In January of 2006, I was one of the first people to write why Romneycare would be bad for Massachusetts,? Pipes said. ?In fact, it hasn?t achieved universal coverage. ? Insurance in Massachusetts is the most expensive in the country, even though there is an individual mandate.?

?Romneycare is a microcosm of Obamacare,? she said.

Winter cold snap kills 36 in eastern Europe

(AP) ? A severe and snowy cold snap across central and eastern Europe has left at least 36 people dead, cut off power to towns, and snarled traffic. Officials are responding with measures ranging from opening shelters to dispensing hot tea, with particular concern for the homeless and elderly.

This part of Europe is not unused to cold, but the current freeze, which spread to most of the region last week, came after a period of relatively mild weather. Many were shocked when temperatures in some parts plunged Monday to minus 20 Celsius (minus 4 Fahrenheit).

"Just as we thought we could get away with a spring-like winter ..." lamented Jelena Savic, 43, from the Serbian capital of Belgrade, her head wrapped in a shawl with only eyes uncovered. "I'm freezing. It's hard to get used to it so suddenly."

Officials have appealed to people to stay indoors and be careful. Police searched for the homeless to make sure they didn't freeze to death. In some places, heaters will be set up at bus stations.

Still, 18 people, most of them homeless, died in Ukraine from hypothermia and nearly 500 people sought medical help for frostbite and hypothermia in just three days last week, the Emergency Situations Ministry said.

Temperatures in parts of Ukraine fell to minus 16 C (3 F) during the day and minus 23 C (minus 10 F) in the night. Authorities opened 1,500 shelters to provide food and heat and closed schools and nurseries. More than 17,000 people have sought help in such shelters in the past three days, authorities said.

In Poland, at least 10 people froze to death as the cold reached minus 26 C (minus 15 F) on Monday.

Malgorzata Wozniak, a spokeswoman for Poland's Interior Ministry, told The Associated Press that elderly people and the homeless were among the dead. Police were checking unheated empty buildings for homeless people they could take to shelters.

Warsaw city authorities decided to place more than 40 heaters in the busiest city transport stops to help waiting passengers keep warm.

City authorities in the Czech capital of Prague set up tents for an estimated 3,000 homeless people. Freezing temperatures also damaged train tracks, slowing railway traffic.

In central Serbia, three people died and two more were missing, while 14 municipalities were operating under emergency decrees. Efforts to clear roads blocked by snow were hampered by strong winds and dozens of towns faced power outages.

Police said one woman froze to death in a snowstorm in a central Serbian village, while two elderly men were found dead, one in the snow outside his home. Further south, emergency crews are searching for two men in their 70s who are feared dead.

"We are getting some 'real' winter this week," Croatian meteorologist Zoran Vakula said.

In Bulgaria, a 57-year-old man froze to death in a northwestern village and emergency decrees were declared in 25 of the country's 28 districts. In the capital of Sofia, authorities handed out hot tea and placed homeless people in emergency shelters.

Strong winds also closed down Bulgaria's main Black Sea port of Varna, while part of a major highway leading to Bulgaria and Greece from Turkey was closed after a heavy snowfall. Nearly 200 Turkish Airlines flights to and from Istanbul's Ataturk Airport were canceled, and a city sports hall was turned to a temporary shelter for some 350 homeless people.

The temperature in Turkey's province of Kars, which borders Armenia, dropped to minus 25 C on Sunday night.

The situation was similar in Romania, where reports said four people have died because of freezing weather. There, authorities sent prison inmates to shovel snow and unblock paths leading to a shelter with some 300 stray dogs and puppies.

Weather forecasts say the cold snap will continue through the week.

Cars circle Moscow in anti-Putin protest

Thousands of cars flying white ribbons or balloons circled central Moscow on Sunday in a show of protest against Russian Prime Minister Vladimir Putin.

The cars ? ranging from luxury sedans and sporty convertibles to old, exhaust-spewing Soviet models ? jammed the inner lanes all along the nearly 10-mile Garden Ring, which has as many as 16 lanes of traffic at its widest points.

More protesters stood along the side of the road waving white ribbons and flags as the vehicles passed, their horns blaring. White ribbons became an opposition symbol during protests that broke out after a fraud-tainted Dec. 4 parliamentary election won by Putin's party.

Tens of thousands turned out for two protest rallies last month to demand free and fair elections, and protest organizers are now preparing for a third big demonstration Feb. 4.

Putin is running in a March 4 presidential election to reclaim the post he held from 2000 to 2008. He is expected to win, but is under pressure to show he can win fairly.

Sunday's action was aimed at helping to build momentum for the protest movement and it provided another outlet for the creativity that has been a defining feature of the demonstrations.

While most drivers were content to tie white ribbons and balloons to their cars' antennas, sideview mirrors and door handles, some decorated their vehicles with original signs and banners.

Opposition leader Alexei Navalny said the traveling protest action was a "wonderful advertisement" for the Feb. 4 rally.

The protest movement has been driven by young professionals, cultural figures and other members of the urban middle class, many of them connected through online social networks.

Kremlin supporters have begun to try to counter their activism by organizing rallies by blue-collar workers in support of Putin and the stability he promises. The first rally was held Saturday in Yekaterinburg, the capital of an industrial region in the Ural Mountains east of Moscow.

Videos of the rally posted online showed one speaker, a member of Russia's parliament, trying to get the crowd of several thousand to shout "Ural, Russia, Putin!" The response was muted.

Obama's Congressional Reform Proposals Will Never Pass (ContributorNetwork)

COMMENTARY | President Barack Obama is proposing sweeping changes in the way in which Congress works, according to the Associated Press. His reforms would include policies against insider trading in Congress, bundled campaign contributions, restrictions on stocks and securities government officials could own and changes to appointment approvals. As a political scientist, I see this as a political plot against Congress.

The president is making suggestions that people would automatically agree with. Personally, I think many of his suggestions would clear up corruption in Congress and would clear up many of the campaign donations that can cause corruption. The fact is, his proposals would never pass as is and he knows it. He is making a suggestion to change how politics work behind the scenes, and Congress will not allow the "Big Boys Club" to lose their toys.

Few in Congress would support President Obama's proposed changes for the right reason. I could see the "supporters" of the sweeping changes as doing it for show as they know the changes would never pass. The Republicans are automatically going to oppose the bill for the public reason of it "being too restrictive and an attack on Congress." The bill would die and the "corruption of the Republican Party" would be blamed.

Congress has very low approval ratings and President Obama has been bumping heads with the body at every turn. Why not try to get some political points off of the group nobody likes or trusts these days? At the same time, the president can appear to be someone who is looking out for the best interests of the common person and of the government as a whole.

Over the next few weeks, we are sure to see this fight play out in the media. President Obama will press how Congress is wrong for not passing the changes immediately. The Democrats will accuse the Republicans of being corrupt, while the "Blues" try to hide the corruption which they are guilty of. Of course, the Republicans will be working on covering up their corruption while pushing the idea of the president "grandstanding" and being a "populist." All the president has to hope is that Congress does not push back by revealing the skeletons in his closet.

Romney rejects 'anti-immigrant' label by Gingrich (AP)

JACKSONVILLE, Fla. ? Mitt Romney is citing his family's arrival in the United States in rebutting a claim by rival Republican Newt Gingrich that he's "anti-immigrant."

The former Massachusetts governor forcefully rejected the label during Thursday night's debate, noting that his father was born in Mexico and his father-in-law in Wales. Romney says he wants to enforce laws so people who come to the U.S. illegally don't get to stay. He accuses the former House speaker of "over-the-top rhetoric."

Gingrich has been accusing Romney of sounding inhumane for suggesting that people in the country illegally will "self-deport."

The Republican candidates want to appear tough on illegal immigration but not uncompassionate when it comes to long-standing families with deep ties to the United States.

Billionaire Buffett defends proposed tax rate change (Reuters)

WASHINGTON (Reuters) ? Increasing taxes on the wealthy would bring fairness to U.S. taxpayers across the board, billionaire investor Warren Buffett said on Wednesday, backing the tax reform that President Barack Obama proposed in his State of the Union address.

On Tuesday, Obama proposed a minimum effective tax rate of 30 percent on those who earn a million dollars or more, reviving his call for the so-called "Buffett rule," designed to prevent millionaires from paying a smaller share of income taxes than middle-class taxpayers.

Buffett published an editorial in August stating that his own 17.4 percent effective tax rate was lower than that paid by wage earners in his office. He also said wealthy people should pay more taxes.

"The question is what is fair when you have to raise multi-trillions to fund the United States of America," Buffett said in a joint interview with his long-time secretary, Debbie Bosanek, on ABC News.

" will not change my behavior. I have paid all different kinds of rates and I've always been interested in making money. I believe this should be a defining issue. Debbie works just as hard as I do and she pays twice the rate I do," said Buffett, a Democrat and Obama supporter.

Bosanek pays a tax rate of 35.8 percent on her income, ABC said. She attended Tuesday's State of the Union address as a guest of first lady Michelle Obama.

"I just feel like an average citizen. I represent the average citizen who needs a voice," Bosanek told ABC. "Everybody in our office is paying a higher tax rate than Warren."

Buffett said he does not blame Republican presidential candidate Mitt Romney or other wealthy people for paying lower tax rates than most Americans and challenged Congress to make a change.

Buffett also lashed out at assertions by some Republicans that the "Buffett rule" is class warfare, the report said.

"If this is a war, my side has the nuclear bomb," Buffett said. "We have K Street (Washington lobbyists). We have Wall Street. Debbie doesn't have anybody. I want a government that is responsive to the people who got the short straw in life."

Shortly after the proposed millionaires' surtax was first raised, Senate Republican leader Mitch McConnell told NBC's "Meet the Press": "With regard to (Buffett's) tax rate, if he's feeling guilty about it, I think he should send in a check."

In Pakistan's urban badland, soccer offers hope

KARACHI - In the heart of one of Pakistan's most dangerous neighborhoods in the teeming city of Karachi, soccer pitches are keeping vulnerable teenagers from joining abundant gangs, kidnappers and extortion rackets.

Dozens of hard-scrabble soccer clubs give youngsters with few chances for education or work the opportunity to get off the streets and even dream of getting a nod to join a national team or a semi-professional club.

"There is so much talent in Lyari. It can be a great way of keeping these kids away from drugs and street crime especially if they are well paid and rewarded," said Yacoob Baloch, a soccer coach at one of the clubs.

Pakistan, a strategic U.S. ally, spends less than 2 percent of its gross domestic product on education which translates into a lack of skills needed to find work for much of the young population of the country of nearly 180 million.

Pakistan's police and security forces also lack funds, making it easy for criminals to thrive in Lyari, a densely populated area in Karachi with dilapidated buildings, potholed streets and raw sewage.

More than 1,600 people were killed in Karachi last year in either political and sectarian violence or by drug dealers, mafia hitmen and extortionists, marking the worst bloodshed since the army was called in to ease street battles in the 1990s.

But soccer has proven to be a way out of the chaos for some.

"Because of my focus on football, my mind has never wandered off to other things like drugs or violence," said Muneer Aftab, 15, who led Pakistan to victory in the under-16 South Asian Football Federation Championships in 2011, defeating arch-rival India.

"Playing football runs in my blood. I just want to play forever."

But for people like Aftab, there is only limited time to practice and usually only after being worn down by the daily grind in the sprawling city of 18 million on the Arabian Sea.

He wakes up at the crack of dawn to play soccer, goes to school during the day and helps his father who drives a rickshaw along Karachi's chaotic streets, and goes back to the soccer pitch at night.

"I know I am chasing my dream. But it's not easy," said Aftab, well-built, dark-skinned and shy.

LYARI IS A LITTLE BRAZIL

Soccer has become a big hit in Lyari, no small feat because cricket is by far the most popular sport in Pakistan. There are 98 registered soccer clubs, 11 football grounds and two stadiums in Lyari, home to over 600,000 people.

If a player gets recognized in Lyari, not only the national team comes into sight, but also the chance to play for teams sponsored by corporations and banks that pay players a monthly salary.

The National Bank of Pakistan, for instance, gives Aftab 10,000 rupees ($111) a month to play in the semi-professional league.

During the last soccer World Cup, violence dropped sharply in Lyari. Residents gathered in the evening to watch matches on projector screens, a welcome change in a place where nighttime usually means gang warfare and abductions.

Ahmed Jan, a local coach and stadium manager, said Karachi's exposure to the sport began in the late 1950s.

Ships from Europe docked at the port. Sailors interacted with boys who worked as laborers and introduced them to soccer and kicked a few balls around.

The youngsters were so passionate about the game, they played barefoot and the cheap form of play spread, transcending ethnic, political and sectarian lines that brutally divide Karachi.

Still, Jan worries that without government support, the chance to get more youngsters off paths to violence remains slim.

"Most of the children's dreams get crushed. And they look towards other means of survival which a lot of the time includes picking up a gun," said January

In Karachi, youngsters who are disillusioned with the state also join militant groups like the Taliban and al Qaeda, who persuade them that holy war against the government and its Western backers is the solution to their problems.

Abdul Aziz, 24, also used soccer to improve his plight. He made it to Pakistan's national team but is pessimistic about the chances of others.

"In Pakistan there is no platform, there is no money for a secure future. And no support from the government for football," he said.

Still, despite a lack of brand name shoes and flash jerseys, soccer still serves a higher purpose in one of the world's most unstable countries, creating equality that comes as a welcome respite from fear of being targeted.

"The kids who come and play at this ground don't care which sect you belong to, what your background is," said January

"They all bond for the love of football."

Delek says government rejects collateral for HSBC loan (Reuters)

JERUSALEM (Reuters) ? Israeli conglomerate Delek Group (DLEKG.TA) said on Sunday that the collateral to back an HSBC (HSBA.L) loan for its gas exploration units had been rejected by Israel's Petroleum Commissioner.

Last month, Delek Drilling (DEDRp.TA) and Avner Oil Exploration (AVNRp.TA) received a $250 million non-recourse loan from HSBC for the development of the Tamar and Leviathan natural gas sites off Israel's Mediterranean Coast and other expenses.

The companies sought to use the partnership rights in the Leviathan project as collateral but the regulator rejected the plan, Delek said in a statement to the Tel Aviv Stock Exchange.

"The commissioner noted ... that if the partnerships decide to submit a new application, they would have to include clarifications with regard to the Tamar lease work and development financing plan and provide supporting documents," Delek said.

"The partnerships are considering additional steps, which include resubmission of an application with the new requirements."

The Tamar prospect, which contains an estimated 9.1 trillion cubic feet of gas, is due online in 2013, with Tamar expected to supply Israel's gas needs for more than 15 years. A nearby site, Leviathan, is nearly twice as large and due to be online around 2017.

Delek and Avner are part of a group led by U.S.-based Noble Energy (NBL.N) developing natural gas wells off Israel's Mediterranean coast.

Noble holds 36 percent of Tamar, while Delek and Avner own 15.625 percent each and Isramco Negev (ISRAp.TA) holds 28.75 percent.

The reliance on Israeli gas has intensified since supplies from Egypt have been erratic as militants have attacked the pipeline between Egypt and Israel 10 times in the past year.

Dung beetle dance provides crucial orientation cues

The dung beetle dance, performed as the beetle moves away from the dung pile with his precious dung ball, is a mechanism to maintain the desired straight-line departure from the pile, according to a study published in the Jan. 18 issue of the online journal PLoS ONE.

The purpose of this dance, in which the beetle climbs to the top of the ball and rotates, had previously been unknown, so the authors of the PLoS ONE study, led by Emily Baird of Lund University in Sweden, investigated the circumstances that cause the beetle to dance. They found that the beetles are most likely to perform the dance before moving away from the pile, upon encountering an obstacle, or if they have lost control of the ball, suggesting that the behavior is crucial for keeping the ball moving in a straight line. Such direct, efficient navigation allows the beetle to quickly move away from the intense competition from other beetles at the dung pile. The authors propose that the beetles store a compass reading of celestial cues during the dance, which they then use to guide their straight-line trajectory.
